A FINS petition may be filed by:- Any adult member of the family.- Any child of the family over the age of 10 years.- Any Law Enforcement Official that believes a FINS petition is appropriate.- Any other adult (such as school officials)

Application process
When a FINS petition is requested, the FINS Intake Officer will request an intake interview with the juvenile and legal custodian. The purpose of an intake interview is to gather information for the filing of a petition into court or to make referrals for necessary services without going into formal Court.

Family In Need of Services (FINS) cases may be filed when a child's behavior includes such acts as running away, being truant, or being disobedient to his or her parents and is brought to the attention of the juvenile authorities by parents. The goal of a FINS case is to work out a course of action to stop these problems. FINS cases also include kids who commit crimes who are under 10 and kids who have mental health and alcohol and drug-related problems.
